One site said it will submit my site to 500 directories, and the other site says it will do that for even more directories and create backlinks as well.

I want to boost my Google ranking for my site. However, I do not want to get penalized by Google for having bad links going to my site, or irrelevant ones.

I am considering using one of these (or other) directory/search engine submission companies:
