General Chat at the bottom?

i recently noticed that a lot of general chit chat and small talk + site info forums are located all the way at the bottom (Including this forum). Since it it much more logical to use introd., chit-chat, news, at the begining(top) of the forum, there must be some major SEO effects of this. Is that right? Is it really best to have the most important keyword topics on top and the general stuff that's pretty much on all forums at the bottom? Even if you lose much of organization to forum?

Stuff higher in source counts more.

Clogging all the good space with BS is not a good idea. Put your on-topic stuff at the top, and your filler/chat at the bottom.

I could try it, Although there will be much confusion for people who are used to seeing it up on top

How will SEO, Google, react to it moving down after many years?

Your forum homepage will probably start ranking a little better for more/better keywords in your niche.
