So while we are all linkbuilding like idiots, this new guy makes a shop with no content or info at all, just to make money, and sits on his ass while google gives him a PR of 6, something the most of us can only dream of for the moment.

This is not even the first case of this, there are many more.

I too have a couple of PR5 and a handful of PR4 sites that have come about through some weird fluke of Google.

google PR is pretty much meaningless. huge sites, like cnn, is a 7 or 8 i think.
