We've got a category with 5 forums that they're closed (no posting). I'd like to have them hidden for ALL usergroups by setting the "Forum is Active" option to No in the vB ACP. With this option the forums will not appear but they will remain accessible if the forum's URL is known. Is this considering a cloaking technique or there is no penalty risk if I'll do it?

just because there's no link to it from the homepage doesn't make it cloaking.
there's no issues with this.
