Ultimately it comes down to the content it self. What is it best suited for.
Think like a book.
Is it a novel?
A reference book?
encyclopedia?
You wouldn't type a fiction article in a refence book, and vice versa. Each piece of content has it's own natural placement.
I would focus your CMS on articles and things of the nature that don't necessarily involve much discussion.
From an SEO perspective, there's nothing that says a CMS entry will outweigh a forum post, etc. It's all about the content, and if the comments in said content can be beneficial to the article or thread, or not.
