If I change my domain from a IP in Portugal to an IP in USA will this affect my SERP?
I have Webmaster Tools Geographic target set to Portugal since this is where my target users are.

Not likely. Regional settings are mostly handled by the TLD, ie, site.co.uk will show up in higher positions in google.co.uk instead of google.com
