Change display of hyperlinks to make Named Anchors/Bookmarks visible

I am trying to get links to display with the link being what the user sees. Searching at the vBulletin forums suggests that this is a setting in the vBSEO plug-in.

For example:
Driver Reference will display as Driver Reference (the name of the page). We would like the link to display exactly as it's written (with the info after the # included in the displayed link.

Any suggestions?

We are developing a program that will extract the stuff after the # and will add it to the link automatically.

#Bookmarks are not extractable via php. you will need to use JS and pass it back via ajax/json.
