The best way to get a first fast google index is by submitting your site to social media websites ( digg, stumbleupon, etc. ). Don`t submit your site directly to google since they`ll only add your site to their queue.
Regarding index rates, there`s nothing much no one can do except post content and hope google likes it and checks your site more often.
One can also change the crawl rate in webmaster tools, rate which increases if your site supports higher connections ( mine went up to max 7 requests per second ).
