†††††††† username profile doesnt work

A user with the name †††††††† comes up as x/_234234.html and gives a 404

How to fix?

How about disallowing that username in vBulletin? Who would want that anyway?

Its more alarming that vbseo doesnt support special characters than the fact that someone would use one.

Are there any plans for a fix for special characters?

Manually edit your config_vbseo.php file and look for this:
