User not taken to newest post after posting

Not sure if this is a bug here or maybe I missed a vBulletin setting...but when a user replies to a thread, they are not taken to that post.

For example, a user who initially posts the thread will be taken here:
/asp-development/377-simple-way-email-form-2.html#post3576

but a person who replies will just be taken here:
asp-development/377-simple-way-email-form-2.html

do you have 'instant database marking' set in your vb options? that's the only way it will work 100%, but it also incurs the most server load

Okay, I checked the settings and I'm using Inactivity/Cookie-based as opposed to database.

However, I don't see how this would affect if the anchor #postnumber would be added to the url. You'd think after posting it would retrieve the post number from the database and then redirect the user there.

It DOES do that with the database marking option.
with cookie options, it won't happen until the user has been to the thread already
