It's correct.
Can you verify that there are no duplicate copies of 'functions_vbseo.php' in any folder other than '/includes'?
If the above is not the issue can you also try to enabled the 'RewriteBase' directive to your .htaccess file. Just remove the '#' before 'RewriteBase'. Then you must add the path to your root vB folder, i.e. RewriteBase /
Fixed it, by checking the Plugin hooks system, it was set to OFF, you must ensure it's set to YES on "Enable plugin system". And it will work from there.
Enable Plugin/Hook System
This setting allows you to globally enable or disable the plugin/hook system.
By switching the system off, only vBulletin-native code will be run, so it can be used to establish whether errors exist within vBulletin itself or in plugin code.
