Hello Ben,
URLs are case-sensitive, so /punto and /Punto are different links (and the second one returns 404 error as a result).Oleg Ignatiuk / Crawlability Inc.

Can this be switched on/off - IIS systems are not case sensitive, thus it shouldn't apply

No, it cannot be enabled and actually it would be a bad idea since that will cause duplicate content issues.
