Put Forum Names on Top

I have been playing around with a few template ideas and I noticed that my Forum Names are in a differnt location than some other sites.

I put on the vbseo template to help show what I am talking about.
My site is the top image, the vbseo site is the bottom.

Notice where it says Forum is in a differnt location. I am sure this is a setting somewhere, but I Just cant seem to find it.
