&amp in title xhtml valid

my title currently is Discussion & Downloads for one of my forums but when i go to make it xhtml valid and change it to Discussion &amp Downloads (It says it has saved it okay, and in that display looks good) but on the site, it is displaying &amp

Is there anything that can be done about this? so i can make it xhtml valid, or is a name change the only solution?

It should be "&".
