"Weighting" specific pages...

I've read most of the threads in the General Discussion, but I'm not able to find an answer on this...

I have a .php page with some highly relavent information. Is it possible to "weight" this page with vBSEO?

Another alternative... is it possible to "weight" a specific forum? Some discussions are very relavent to our site theme/topic, while other forum discussion are off the beaten path. Can the site map be set up to direct bots to this forum. If yes, what if this specific forum was never to contain any new posts, only the original (undiluted) posts? Hope this makes sense.
