Web hosting advice for vBSEO users.

My shared hosting company keeps shutting off my site multiple times daily because I keep hitting 100% cpu usage.

I need to move to a vps, can't afford a dedicated server yet.
I need a managed vps.
I know there are better places to ask these questions, but I thought I'd post here to get a better advice since most of you that visit these forums use vBSEO.

If you have a host that you would like to recommend please share the informations.
I need to know the following:

Support: Is it 24/7? How fast are they to assist you?
Network: I need reliable host that offers central/west coast servers that use good bandwidth/network.
Overselling: I need a host that doesn't oversell their vps servers and then me getting the short end of the stick.
