The VBSEO Header a Plugin!?

I like how you can minimized the top header of vbseo and place an advertisement up there. Is this a plugin? If so how can we dl it.

Or if not, can we get the code to do that to our forums to please?

This is a simple JQuery show/hide div. You can probably 'steal' 99% of the source code by using view-> source. It is not a plugin, just a template edit to the header template.
