Quite a few changes from RC8 and Gold. Upgrade instructions can be found in the readme.html, which is in the docs folder

Is there somewhere that outlines what (if any) changes there are between 3.0.0 RC8 and 3.0.0 Gold? I downloaded the package to see if it was in the documentation but couldn't find it. The announcements on this site talk about all the enhancements made this year but don't break out if there were any changes between RC8 and Gold.
No, we don't list changes betwen RC levels. You should run the GOLD version, as many improvements and bug fixes have been made.
No, but you should always backup your settings before upgrading, just to be sure. You can do that right from the vBSEO Control Panel.
So I download both xml's from the vbseocp and then just upgrade? and you are saying that all settings will be the same, if I overwrite a file then the changes will disappear so I will have to re-edit the config_vbseo and htaccess only?
vBSEO stores settings in the vBulletin datastore, so when you upgrade the settings remain the same even though you're overwriting the config_vbseo.php file. You'll need to re-enter your password for the vbseocp.php, but after that it should all be the same
