I noticed that, for some reason, rel=nofollow is NOT being added to FORUM links...the ones where you make a forum and make it an external LINK instead of an actual forum...is there a way to fix this?

Also, why is there not an rel=nofollow added to global announcement links as that COULD be a dupe content issue there...?

It is supposed that external URLs entered manually by webmaster as "forum links" are "trusted websites" and it is preferred not to add rel="nofollow" to these URLs. You can disable "Replace 'Forum Links' with direct links to target URLs" option in vbseocp though to avoid direct external "followed" links on your homepage.
