Looking to transfer my license....

Well since I no longer run vBulletin for my community I'm looking to transfer my vBSEO license to a friend so they can use it on their forums and the license doesn't go to waste. How would this be done? basically i'd need my personal account info changed over to his info and the site address changed to his? How would we do this? there's a $25 fee for the transfer as well, yes?
