outgoing is fine as that is other sites displaying YOUR url.

I noticed there was an options to resend them if they didn't connect. Should I do that often?

I wouldn't bother. If they rejected or don't have settings to accept/print the linkback, odds are a second time won't matter either.

Would you recommend deleting the non-accepted outgoing linkbacks?

If you need DB space, but it's maybe a couple KB in all honesty. If you're bored, it may give you something to do... otherwise, it doesn't really matter.
