when I installed VBSEO , this plugin and forum didn't work and
I had FTP access to support and they said
increased memory_limit setting from 32M to 64M and it works
but I have CPU Usage: 10.33 , Memory Usage: 3.67 nowIf I decrease memory_limit to 32M it will useful for load server ?

memory usage really has nothing to do with cpu usage.
Simply put, you're spiking and it's time to move on to a more powerful hosting provider.
