How to do this?

I have recently installed a new theme on my forum and have one problem. When I had my old theme, every time I went to a forum at the top it would say a description of what the forum is about but with my new theme it does not. I think it is the Relevant Replacements, but am not sure. Here a pictures of what I am talking about:

Do you know what I mean? The text you see in the old one is not showing up in my new theme.
