is it normal to have such a small percentage of URLS in the web index?

-VBSE0 was installed a few years ago
-The site has over 23,000 thread so does this mean there is a serious problem?

Google will never index everything. A high number on a large site is in the 90% range.

If i recall, you had issues earlier this year with redirect hacks, and it may take some time to recover all those lost results.

if you have about 23,000 threads then about about how many pages should be indexed?

There's no set number. Google will index what it deems are quality topics or whatever it wants to do.

I see that as, from the urls in your sitemap then only 2,603 are indexed. But you may have more urls indexed that are not in your sitemap or are indexed under different urls. Do a site:search and see what is there and try to compare to the sitemap ones.
