General & URL rewriting settings for Hebrew-based board

Hello,

We are configuring vbSEO before switching over from our vb3 based board, and want to double check correct settings as well as hear some suggestions.

Could you please advise as to the following settings and their suggested value for a UTF-8, Hebrew board.

1. Replace Non-English Characters in URLs
   Seems like this must be disabled if we want non-English characters in our URLs
2. Enable special characters in member URLs
3. Enable filtering for Tags URLs
4. Disable "urlencoding" in URLs
5. Forum URLs rewrite format, which format is recommended in this case? It seems that they all generate working URLs, not just 007 - Non-English Speaking Forums.
6. Attachments are straight out not working - no configuration value, even disabling rewriting for them, makes them work.

Especially for #5 - these settings all add 'new', or 'new-post' to the thread name URL when going via the main forum link. What are the advantages for this? Should we change the wording to a localized version?
