What you think about this way to exchange links?
Is good or bad for SEO?

Hmm... I dislike it because it is on a seperate page (I just signed up and tried it). That looks like something that would not add to your page rank - imagine 10,000 sites running this with the same exact links.php and the same exact content.

Even though Link-Vault is slow to update, it still seems like one of the best link exchange programs for vBulletin. (Opinion)

I've tried Link vault but it does not work with my vBulletin!
Well, you don't need to have a link.php file. I've added mine here
