Keith said it quite clearly - you must have an unexpired license to access the Support System, which is where all Transfer Requests must be made.

No, if you read the policy you will see the following:

To request a transfer of your forum from one URL to another, or from one owner to another, you must open a support ticket:
http://www.vbseo.com/tickets/
