Similar threads is a default option in vBulletin.

vBulletin Options -> Thread Display Options (showthread) -> Show Similar Threads?

Make sure that is set to a yes. Also, you can change this one:

vBulletin Options -> Message Searching Options -> Automatic Similar Thread Search

That also needs to be set to a yes.
