If it's the add-on at Automatic Thread Tagger for vB3.8 - vBulletin.org Forum then yes. I'm using that with vBulletin 3.82 and vBSEO3.3.

I would suggest against it.

It's not 'smart'. it basically makes a tag out of every word in the title.

After 300k tags, i had SERIOUS database issues. The queries on the tags are garbage. I brought this up to vb, and like usual they ignored it.

I agree with Brian. This mod have made high load on my old server. But you can try if you want.

there's nothing wrong with the mod... it's vbulletin's method of dealing with tags.

Does it have any impact on SEO?

I use vboptimize. works great, but it doesn't support notices properly, so if you use those, you might not want to isntall it.
