A vBSEO license can only be sold/transferred to a new owner when it is part of the sale of an entire forum.

No, it has to be sold with a forum (ie, a full site, content, etc). Selling it with a vBulletin license only does not qualify.

Again, that seems like bull. Why did this policy just start now? If I want to sell my license, why shouldn't I be able to?

I have gotten clarification on the memo. This forum, "Forum Marketplace", here on vBSEO.com is only for listing complete forums for sale.

This is not the place to list vBSEO or vBulletin licenses for sale. Sorry for the misunderstanding.

That does not mean that you cannot sell your vBSEO license alone, you just can't do it here.
