Against Google TOS?

Are these images considered against Google's TOS?

I would say yes they are against adsense TOS (especially the on that is bordered with the title 'Google'), or at the very least way too close for comfort.

I've changed them to pictures with no text only the web address.

Hope they are ok.

the top pic is a visitor message that says 'sign up here', this goes after registration.

the second is at the bottom and is a pic of the beatles.

The second picture you posted is definite OKAY to use. I use it, and have a letter from Google stating it was approved. You have 1 image next to 4 ads; as long as you don't have pictures beside each ad you should be fine.

The first picture you posted is a bit iffy in my opinion. Best thing to do would be to ask Google.

yeah, the text might be iffy.

i run 4 images next to my ads for members... but they are content images. they aren't designed to increase clicks, only 'draw the eye' to that area.
