Payments are sent via paypal.
Its been so long since I signed up, I dont even remember if the TaxID is required. Though most places leave it optional or let you enter 999999999 to show you dont have a valid one/live outside the US.

Yes - all payments are sent via PayPal. We do not require tax identification for foreign affiliates. It is up to you to ensure that you properly file any taxes on the income in your country.
