Naming my html pages..what is preferred

Greetings all,

I'm re-working my site to use XHTML/CSS. I have about 50 pages of content, each with their own link. My question is: How can I rename each page to improve my rankings while avoiding penalties? take for example this award (I collect military awards BTW):

Order for Service to the Motherland in the Armed Forces of the USSR

I don't think it would be wise for me to name this page:

order-for-service-to-the-motherland-in-the-armed-forces-of-the-ussr.html

would it ?

So, I'm wondering how many keywords I should include..maybe:

order-service-motherland-ussr.html ?

or

order-service-motherland-armed-forces-ussr.html?

I guess I'm wondering when is it to much..should I pick a few keywords and try to keep the number of words and dashes to a minimum? how many?

Thanks for any help...

I think you can get away with this:
