You know how vbseo has only custom 404 error script there should be an option to point to custom scripts for all errors like 401 402 403 etc

vBSEO doesn't process HTTP errors other than 404 one. You should use Apache's directive "ErrorDocument" to setup custom documents for 401/402/403/500.

ok but would it be integrated into vbulletin or just a basic html page. i guess it depends on what code i use.

You can do that as a vBulletin integrated page similar to what is described here: Create a Custom vBulletin "404 Page Not Found" Page, and direct vBSEO to use it.
