The process you should follow would be this...

1. Put your forum into maintenance mode
2. Visit your vbseocp.php and create a backup
3. Disable the current vBSEO product in admincp (DO NOT UNINSTALL JUST DISABLE) - (You do need to disable all Products on a vB3 - vB4 upgrade. An easy way to do this is to add this to your /includes/config.php file, just below the <?php line: define('DISABLE_HOOKS', true);
4. Upgrade to vB4
5. Upgrade vBSEO
6. Import the new product file and re-enable vBSEO
7. Check that the URL format's are still the same, If not import your backup.
8. Set a new password on your vBSEOcp and save the new product key.
9. Take your forum out of Maintenance mode.

Though you can alter this order slightly it is probably the best to follow. You could technically upgrade to vBSEO 3.5 first but as there is a different product file for both vB3 and vB4 so if you install vBSEO3.5 on vB3 you will still have to reinstall it in vB4
